Incarcerated Electors

Incarcerated electors and young persons serving sentences or in detention centres are only eligible to vote by mail during an Ontario provincial general election, by-election and referendum.

The place where the elector lived before incarceration or sentencing is considered their home address. That address is used to determine their electoral district for voting purposes.

Once an Ontario general election, by-election or referendum has been called, Elections Ontario notifies all federal, provincial and youth facilities of the vote by mail deadlines  and the facilities’ responsibilities.

The designated liaison officer in each facility is responsible for:

  • displaying election information in designated areas of the facility to ensure the eligible electors are aware of the vote by mail process and the cut-off dates,
  • providing eligible electors with a voting guide and a vote by mail application,
  • assisting eligible electors to complete and submit their vote by mail applications to sb@elections.on.ca by 6 PM six days before election day,
  • assisting electors to complete their write-in ballots in the voting kits, and
  • mailing the completed voting kits to Elections Ontario’s head office. The kits must be received by mail or courier by 6 PM on election day.
