Mr. Claude L. DesRosiers,
Clerk of the Legislative Assembly,
Room 104, Legislative Building,
Queen’s Park,
Toronto, Ontario.
M7A 1A2
Dear Mr. DesRosiers,
In accordance with subsection 4(5) of the Taxpayer Protection Act, 1999, S.O. 1999, c. 7, Sched. A, (‘the Act’), I enclose herewith a written statement that I received from the Leader of the Progressive Conservative Party of Ontario, a registered party, under subsection 4(1) of the Act, indicating that if the Party forms the government following the election, the Party intends to give a person or body, other than the Crown or a member of the Executive Council, namely, every municipal council in the Province, an authority to tax.
In accordance with subsection 4(4) of the Act, I have reviewed the statement, and I am of opinion that the statement complies with subsection 4(2) of the Act, in that it contains a clear, concise and unambiguous description of the proposal to give municipal councils an authority to tax. Accordingly, as provided by subsection 4(8) of the Act, a referendum would not be required to implement the proposal were the Progressive Conservative Party of Ontario to form the government after the election.
Yours very truly,

John L. Hollins,
Chief Election Officer
