Dear Mr. DesRosiers,

In accordance with subsection 4(5) of the Taxpayer Protection Act, 1999, S.O. 1999, c.7, Sched. A, (‘the Act’), I enclose herewith a written statement under subsection 4(1) of the Act that I received from the Leader of the Ontario Liberal Party, a registered party. 

In accordance with subsection 4(2) of the Act the statement indicates that if the Party forms the government following the election, the Party intends to increase the general corporate tax rate from 12.5% to 14%, and the manufacturers and processors tax rate from 11% to 12%.  The statement also indicates, in accordance with subsection 4(3) of the Act that the increase in annual revenue from the proposed increase will amount to $550,000,000.

 As required by subsection 4(4) of the Act, I have reviewed the statement, and I am of opinion that the statement complies with subsections 4(2) and (3) of the Act, as it contains a clear, concise and unambiguous description of the proposed increases and it sets out the increase in annual revenues that the leader expects will result from the proposed increase.

 Accordingly, should the Ontario Liberal Party form the government after the election, a referendum will not be required, as provided by subsection 4(7) of the Act for the implementation of the proposal.
