Am I qualified to be an Elector on the Permanent Register of Electors for Ontario?

According to the Election Act, an elector must be 18 years of age or older, a Canadian Citizen and a resident of Ontario.

How do I apply to be added to the Permanent Register of Electors for Ontario?

Electors can apply for addition to the permanent register by directly contacting Elections Ontario.  Electors will be provided an application package or will be referred to the Elections Ontario website to download the package.

An elector may also have his or her name added to the permanent register by applying in person to their Municipal Clerk and requesting to complete the Addition to the Permanent Register of Electors form.

In addition, during election periods, electors may be added to the permanent register at their local returning office (except on polling day), at an advance poll or on polling day.  Electors added to the List of Electors will be incorporated in the permanent register of electors unless they direct otherwise.

How do I apply to add other electors to the Permanent Register of Electors for Ontario?

Outside of an election period, electors can only apply on their own behalf for addition to the permanent register of electors.

During election periods, electors may apply on the behalf of others.  Electors may act on the behalf of their children, grandchildren, sisters, brothers, parents, grandparents or spouses.  They may also act for one additional person.  Someone who is not an elector may act on behalf of only one elector.

I am not a Canadian citizen; can I apply to be added to the Permanent Register of Electors for Ontario?

No, the permanent register is a register of qualified electors.  An elector must be a Canadian citizen, 18 years old and a resident of Ontario (please see the complete list of electors qualifications and definition of residence) to be able to apply.

How do I apply to be added to the Permanent Register of Electors for Ontario if I do not have a permanent residence?

For elections, if an elector does not have a permanent residence, the place to which the person most frequently returned to sleep or eat during the five weeks preceding polling day, is his or her residence.  If the person returns with equal frequency to one place to sleep and another place to eat, the place to which he or she returns to sleep is his or her residence.

I have two residences; can I apply to be added to the Permanent Register of Electors for Ontario at both dwellings?

No, the Election Act states that a person can only have one residence at a time. Electors may apply to be added to the permanent register of electors in the electoral district in which they permanently reside.

How do I apply to be removed from the Permanent Register of Electors for Ontario?

Registered electors may apply for ‘temporary’ or ‘permanent’ removal from the permanent register by directly contacting Elections Ontario.  Electors will be provided a removal package or will be referred to the Elections Ontario website to download the package.

An elector may also have his or her name deleted from the permanent register by applying in person to their Municipal Clerk using the Deletion from the Permanent Register of Electors form.

During an election period, electors can apply at their local returning office to have their name removed from the List of Electors and from the permanent register.

What is the difference between ‘temporary’ and ‘permanent’ removal from the Permanent Register of Electors for Ontario?

‘Temporary’ removal from the permanent register means that an elector’s name will be maintained in the permanent register database, and that the elector’s name will not appear in any List of Electors at any time.

‘Permanent’ removal from the permanent register means that all traces of the elector’s record will be removed from the permanent register database at the time of the request.  Please note that by permanently removing the elector’s record, there is a risk that the elector’s record may be added again through regular update processes to the permanent register.

Electors wishing to have their information removed from other agencies, such as Elections Canada or the Municipal Property Assessment Corporation (MPAC), must apply directly to those agencies with their request.

What if I don’t want my information in the Permanent Register of Electors for Ontario shared with any other agencies or partners?

Electors may select to opt-out of having their information shared with Elections Canada (National Register of Electors) and/or with the Municipal Property Assessment Corporation (MPAC).

How do I remove someone else from the Permanent Register of Electors for Ontario?

An elector may only apply on their own behalf to be removed from the permanent register.

To apply for removal on behalf of a deceased elector, a copy of the Death Certificate must be submitted to Elections Ontario in addition to providing a letter containing name, date of birth and last known residential address information for the deceased elector as well as the reason for the removal request.

An elector may also apply on behalf of a deceased elector by going to their Municipal Clerk’s Office and requesting to complete the Application for Removal of a Deceased Elector from the Permanent Register of Electors for Ontario form.  A copy of the elector’s Death Certificate must be submitted at that time.

During an election period, electors can apply at their local returning office to remove the name of a deceased elector from the List of Electors and from the permanent register.  The application could be accompanied by any sort of proof of death (e.g. a death notice in a paper, as long as the proof meets a standard acceptable to the CEO).
